Senior Research Scientist
Dr. Hines earned his PhD in Communication with minors in research methods and social psychology from Purdue University in 1993. Before joining Arbor in 2024, he led quality improvement, technical assistance, learning and diffusion, and applied measurement, evaluation, and research projects funded by AHRQ, CMS, other HHS agencies, and private foundations. Dr. Hines has authored a book chapter on the design of effective national improvement and spread campaigns, a recent white paper on strategies for embedding equity considerations into federal procurements, and over 20 articles for professional journals in communication, medicine, nursing, and healthcare quality improvement.
