Health Economics/Health Services Research
Dr. Pozniak is a health services researcher with over 20 years of experience leading and supporting analyses to inform Medicare policy, care delivery, quality, and patient outcomes. She has worked on numerous federally-funded projects to address a variety of health policy issues, including the effect of financial incentives on home health agency performance, identifying and defining vulnerabilities in CMS’ hospice program, and the effect of adding a case-mix adjustment to Medicare’s end-stage renal disease (ESRD) prospective payment system. Dr. Pozniak has also conducted qualitative research to support mixed methods studies, including case studies and interviews with key informants, patients, and medical providers. Dr. Pozniak served as the Project Director for the CMS-funded Home Health Value-Based Purchasing (HHVBP) Model evaluation from 2016-2023, a large mixed methods project which provided CMS the necessary evidence to expand the program nationally. She currently leverages patient-reported outcomes to evaluate CMS’s kidney models and analyzes hospital applications to FEMA for COVID-19 relief funds. Prior to joining Arbor Research in 2015, Dr. Pozniak served as project director and analytic lead for a variety of funders, including CMS, the CDC, AHRQ, and the National Multiple Sclerosis Society. Dr. Pozniak received her PhD from the University of Michigan, School of Public Health’s Health Management and Policy program in 2006 with a concentration in economics.
